Vaccination in Quebec
In Quebec, vaccination against COVID-19 started as soon as the first doses were received.
The COVID-19 vaccine is Free for anyone who wants to receive it. Vaccines are distributed by the Quebec Immunization Program. It is not possible to obtain doses on the private market.
Prioritization of groups to be vaccinated
Vaccines are available gradually. Some people will be vaccinated before others.
People who are at higher risk of being infected, developing complications, and dying from COVID-19 are vaccinated as a priority.
As more vaccines become available in Canada, vaccination is being expanded to more and more people.
The proposed prioritization of groups to be vaccinated follows the following order:
- Vulnerable people with a major loss of autonomy who live in residential and long-term care centers (CHSLDs) or in intermediate and family-type resources (RI‑RTF);
- Health and social services network workers in contact with users;
- Autonomous people or people with a loss of autonomy who live in a private residence for seniors (RPA) or in certain closed environments housing elderly people;
- Isolated and remote communities;
- Persons aged 80 or over;
- Persons between 70 and 79 years of age;
- Persons between the ages of 60 and 69;
- Adults under the age of 60 who have a chronic illness or health condition that increases the risk of complications from COVID-19. Consult the vaccination instructions for this group.
- Adults under 60 without chronic diseases or health conditions that increase the risk of complications, but who provide essential services and are in contact with users. Consult the List of workers providing essential services.
- The rest of the adult population.
Vaccination for children and pregnant women will be determined based on future studies on the safety and effectiveness of vaccines in these people.
Prioritization may be reviewed based on various considerations, such as the number of vaccines available, among others.

Vaccination instructions for people who have a chronic illness or health condition that increases the risk of COVID-19 complications
Vaccination of people under 60 who are considered to be at very high risk of complications from COVID-19
Vaccination will be extended to new priority groups in Montreal starting on April 12, 2021. Vaccination will be done under the recommendations of a doctor in particular circumstances, namely at:
- people who are currently hospitalized with a condition that puts them at risk of complications from COVID-19;
- patients monitored in a hospital environment for kidney dialysis, to transplant patients and to those currently under treatment for cancers;
- persons who need to receive a dose of vaccine under the supervision of an allergist in a hospital setting.
Pharmacists will also be able to contribute to reaching people with these conditions who cannot be vaccinated in a hospital environment.
